Gibbed ME2 Save Game Editor will only open ME2 saves, so if you are importing a ME1 Shepard you will need to begin a game so that a ME2 save is generated. shutdown ME2 - Go to your 'Documents BioWare Mass Effect 2 Save' folder create a folder named 'Talin21Soldier070916' (without the quotes) - Open the 'Save0001.pcsav' from the 'Test21 SoldierXXXXXX' Folder in the Save Editor.
